i am trying to install JDK + NetBeans bundle

Most probably the bundled JVM is not compatible with the current platform

and the error says:

the name of System32 has nothing to do with bitness
also, third-party libraries should never ever ever go there - it's explicitly for system libraries
if you ever try to put a third-party library in the Windows folder, Raymond Chen will come murder you in your sleep
