This user: superuser.com/users/653953/jros decided to ask a Python question (really they are just asking us to write the script for them) but have previously submitted non-sensical comments.
I guess we were asleep at the switch back in 2016 that we let that nonsense fly :) Downvoted and VTC'd that question now as well. Looks like they're working on their second question ban
