the window joinery looks newer than the rest of the house, so its definitely a later add-on.
Curious - there are no rainwater gutters on any part of the house visible, which is odd.
It is not a house, is it? The front door has a look of a business establishment.
The most charitable explanation I can come up with is it is a skylight but they haven't finished the through-roof part. Perhaps they wanted to get it sealed from above before starting the internal work.
But occams razor says its an ostentatious add-on to make the place look bigger, a McMansion addition.
