@Chris those are "emission designator" codes
"F3E" means FM analog audio, and the first part refers to the bandwidth used (which is determined by the deviation in FM)
if you look up info about emission designators you can find lots of detail; I don't have a good source handy

oh and the Φ should be a regular zero; it's a compressed decimal number like "16k0" = 16.0 kHz
