Q: Parallel neutral paths conundrum with 1 generator + multiple ATSes

ThreePhaseEelLet us assume for discussion purposes that we have a duplex with separately metered units and no grounds/commons-area loads. Let us also assume that we want a permanent standby generator with ATS for this duplex, and that it's cheaper to put in 1 generator with a generator distribution loadcente...

^^ seen some views, 1 upvote, but it seems that I've stumped everyone about this Stack (even Harper :O)
is there something wrong with how I asked the question, or am I simply asking things that this Stack may not have an answer to?
 
Can't speak for everyone but personally I don't like the "Let us assume for discussion purposes" opening. It makes it sound like a hypothetical question rather than a real problem that you're facing.
 
@NiallC. yeah, I simplified the problem in question from the real-world edition to put the focus more sharply on the Code issue that I'm asking about
 
And it may just be that the right people haven't seen the question; there are a few active on the site, yourself included, that seem to know NEC inside and out.

Hmm, I thought there was a way to see who watches a given tag but I can't find it now. Not that that would tell me if any of them had actually seen the question.
Anyway, my advice would be to rewrite the first paragraph to be more direct: "I want to power both units in a duplex from a single generator..."
The title doesn't really say what you want to do either, just that you've got a conundrum.
There's a strong weekly cycle in site activity. You should be able to see diy.stackexchange.com/site-analytics
I'd also suggest timing an edit to midweek, when there's a dip in activity after the weekenders have been and gone.
