I think the answer is good enough. It's straight to the point. May be we can improve the question/answer if the OP also ask which softwares can make atom legends.

@Thomas Good idea about asking "Which software allows atom legends?". As for the answer though, my concern is that the 1-line answer is exactly their 1-line comment, which is speculative. It's not like there is a reference that says VESTA can't do legends, or an email from a VESTA developer saying that it's not possible. It's just a speculative comment that was turned into an answer after I bumped up the question.
