I've noticed they seem to level up after X uses. If this is correct, how many uses does it take to get the next level?

I tought one of my pokemon Strength to test if I could erase it with another TM. Turns out that no, you still have to do something special to forget HM moves just like prior generations. How can I forget HM moves in Pokemon X/Y?

O-power's seem to take a decent amount of time to level up. So I was wondering if they are saved across all games or if they are playthrough specific. If I start a new game will I have the same O-Powers and upgrades or will I need to find them and level them all up again?
