I note the conversation up there about Whedon and Tarantino. With the both of them, I like their ear for dialogue. And with both of them, plotting ... well, OK, go ahead with your muse. (And while I really enjoyed Firefly, I noticed a few of the gaping holes in the SF meets Wild West fusion).
@kviiri while I agree generally with your last answer, I wish it were a little fleshed-out. I feel like there's room to talk about how an attack roll isn't just about hitting a space, but about hitting a moving target within that space in a manner so as to harm them. (So when PCs do that roughly 2/3 of the time, we can assume that getting an object in a 5'square within range is trivially simple.)
@nitsua60 @kviiri The site has a number of similar questions about attack-less AOE effects that occur at a range. I've linked an example in the comments, if that helps. It's not a dupe though.
Today in Lady Blackbird, Lady Seraphina Blackbird actually ended up marrying Uriah Flynt, who was a decent person for once (when not drunk, and even then only nasty to other people) and Cyrus Vance wasn't even that heartbroken.
I mean, it definitely sucks, but it's something you get used to when it happens as much as it does
@RavenDreamer I don't know 5e very well but it sounds like you have a pretty specific question, but it might be very opinion based depending on what exactly you are asking
are you asking how to do it or if you should do it?
if it's the first one I think you might be fine, if it's the second I think you might not be
The "how" is pretty straightfoward. It's more of a, "what are the implications that might not be immediately obvious". So more of, "how should I", rather than "should I".

@trogdor Yeah, I figured that was likely how it went, kinda like how I am used to ice and snowstorms more than others may be.
@RavenDreamer If the question explains your implementation (i.e. would the pact magic be replacing everyone's spellcasting? is it normal spellcasting but slots refresh on a short rest?), then it would be on-topic to ask about the possible balance implications

@trogdor Often the ice is quieter, because it's ususally freezing rain, so you don't notice it until EVERYTHING IS SLIPPERY FOREVER
@RavenDreamer It's too broad for anyone to analyze properly, but the short version is that if you want to do it and have the classes stay balanced, you'd have to rewrite every spellcasting class from the ground up.
@Ash We're gonna still have damaging winds for the next twelve hours or so, and the thing's slowing down which means it's getting more powerful and less predictable....
(When a typhoon slows down, it can change direction more easily. Fast typhoons take longer to curve.)
it's not going to do that while it's sitting on us though, it does take some time and while any storm can get really big, this one is kinda a baby right now
