I often see people on social media complaining about the price of adopting pets. "There wouldn't be so many looking for homes if they didn't charge so much!"
But it definitely helps curb some of the impulse buying/adopting by having that higher price to even get the animal. Someone who has to spend ~$200 for a kitten (my youngest was $180) is more likely to put serious consideration into it than someone who gets one free from a coworker
I don't know what it was like in Singapore, but here in early/mid-2020 we had a lot of people with extra time and extra money thanks to all the stimulus checks being handed out, which would have reduced that barrier for the more impulsive types
So we had similar issues here, with increases in abandonment and surrenders as people headed back to work (I never understood why "abandonment" was "easier" than "surrender," if I had to separate from my cats I'd want to be sure they were safe)
People had money to burn and $200 for a kitten wasn't enough to make them say "well that's a lot out of my budget" anymore. And then, when that kitten scratches the couch because they didn't buy cat furniture, or pees on the bed because they didn't clean the litterbox or take it to the vet...
At least the ones through most rescues/shelters here are chipped. I don't think we have any actual laws requiring microchips in pets, but rescues and shelters tend to do it anyway

Adoptions are tricky cause of the public housing rules
Yeah, there's fewer rules here thankfully, though rescues/shelters generally have part of the application where you have to say where you live and confirm that you're allowed to have a pet there (and most of them will check before approving the application)
But... Also pets are for life + . missing having a dog + not really it being an option right now
Many years back, I had a hard time finding a place that would take a clawed cat, they either said "no pets" or "declawed cats only." The last time I had to look for an apartment, it was much easier to find ones that said "cats welcome" and had no rules about declawing.
(ash was a rescue of sorts but free + kinda got taken in by accident)

@JourneymanGeek Pets are for life. It would have been easier to find apartments without a cat, but I would never have given him up for such a silly reason.

So pet abandonments annoy me
@JourneymanGeek we have some breed bans but that's about it. Most apartments ban pit bulls and Rottwilers, the last one I was in also had Great Danes and Dalmatians on the list too
A lot of pit bull mixes will be labelled "lab mix" to skirt the rules
We didn't know what Ash's father was so we registered him as a westie cross 😁
Since westies and mini schnauzers (as he was on the other side) are approved
good call!
My housemates had a dog for a long time that was a "Lab Mix." Looked very lab-like but they did know he had pit bull in him. They got him tested not long before he passed because they really wanted to know what was in him. It wasn't lab. 😂
