@Daniil Actually, I've re-read the conversation, and yeah, as far as I can see that is pretty much what you said. It may not have been what you meant, but that's not quite the same thing.
@Daniil As for those 2 tasks, while I'd agree with the first of those (tbh, if I didn't flag it at the time, then I really don't remember why I didn't), the 2nd one looks like a partial answer, and so probably should not be flagged.
Unless, of course, this has previously been discussed here on our meta site, and the community has decided that we should be doing things differently. (In fairness, I may easily have missed that one. )
Like I said, I don't have time to keep up everything on SE at the moment (or the inclination, if I'm being honest - and if you want to discuss the reasons for that, then you really should open a private chat!).
As a result, I spend most of the time I do have on the site where I'm a mod. :)
Anyway, since you brought this up, this is my 2d worth: This is meant to be a community moderated site. This means that sometimes other people will have a different opinion from you about what action should be taken. And that is fine.
However, if you expect everyone else to review in just the way that you want, then I'd suggest that one of two things is going to happen. Either you are either going to be routinely disappointed, or you are going to end up doing a lot of the moderation yourself.
One note of caution though. if you choose that latter option, be prepared for people complaining about it in meta. I've seen that on other sites, and - to be honest - it is always divisive, and never pretty.

@Daniil Incidentally, the OP of the cross-posted question replied to my comment on the Robotics:SE version (you know, the one that wasn't closed). I was able to give them some feedback about why it's a poor question, and links to resources that might help them improve it.
That is generally my preferred approach. I know there are others prefer to close quickly (and then wonder why those new users never return). In my experience, close-votes on SE sites are all-too-often trap-door functions.

@Daniil I think my point here was that they self-deleted their question here after it was closed by a mod for being off-topic. They responded to my comment on the other version of that question, where I was able to offer some (hopefully constructive) feedback.
Put yourself in their position. Which site do you think you would consider more welcoming? Which site would you be more likely to invest the time and effort needed to become a useful contributor?
I'm not saying that every bad question should be left open. Far from it. Just that, where possible, new users should be given a chance to improve their question before it is closed, and also be given some explanation of what they can do to improve it if/when it is closed.
But, like I said, that is just my opinion.
