@user1271772 It's evaluated subjectively. A question with a decent amount of upvotes (3 or higher) and good answers counts. There is no hard, fast rule.
@Catija Private betas used to only last for one week; do you know when this was changed?
I remember participating in the Software Recommendations private beta several years ago back during that time, and after a week, it was ready for public beta, but the site members requested another week in private beta.
@FlashCactus Yes, there is a tag blacklist, but it can only be configured by Stack Exchange employees, and they only do so upon 1. a specific consensus to blacklist, and 2. if it keeps getting recreated so many times
Once the private beta ends, there'll be a rep requirement to create tags
@Daniil Users with moderator tools privileges ("10k tools", though it's much lower on betas) have access to a special inline tag editor.

@gparyani It's been changed for at least four years... not sure why it matters.
Just wondering. (As it was during my SE downtime, I wasn't aware of it.)
@user1271772 No. It depends on showing that the site has stuff in order... a reasonable tagging system is one of those ways of showing it.
