I do not know of any active set theorists who think large cardinals are inconsistent. At least, within the realm of cardinals we have seriously studied.
[Reinhardt suggested an ultimate axiom of the form "there is a non-trivial elementary embedding $j:V\to V$". Though some serious set theorists...

works for me too.
I think wget does not use proxy by default. But it's possible that the check for subcribers is based on the IP.
And in this specific case, it seems that url does not have to be changed that much: people.clas.ufl.edu/wjm/files/covering.pdf (I simply changed
/papers/
to /files
