I do not know of any active set theorists who think large cardinals are inconsistent. At least, within the realm of cardinals we have seriously studied.

Simply trying wget "https://link.springer.com/content/pdf/10.1007/978-1-4020-5764-9.pdf" works for me too.
I think wget does not use proxy by default. But it's possible that the check for subcribers is based on the IP.
And in this specific case, it seems that url does not have to be changed that much: people.clas.ufl.edu/wjm/files/covering.pdf (I simply changed /papers/ to /files.)
