Yes, Z-Lib seems to be blocked from a lot of Indian colleges.

I don't know a huge amount about atomic clocks, but I'll help if I can.

events which can occur at the speed of light like electron transistion
like If I have my gps location
it has maximum accuracy upto 30cm right?
so how we make more accurate clock which has accuracy of 100%
of near 90%
 
I don't know what currently limits the accuracy of GPS.

It's not an area I know much about, but I have heard there are proposals for using standards with a higher frequency. I vaguely remember rubidium being suggested. But I don't think any clocks as reliable as the current caesium clocks have been built yet.

Yes, but that's only about the same frequency as caesium i.e. in GHz range.
I think the proposals for more accurate clocks use fequencies around a terahertz.
