So there's the user_new_form hook which I think can be used to add new fields to that form. Then there's both show_user_profile and edit_user_profile to add fields when editing a specific user. I think show_user_profile only displays on the profile of the logged in user and edit_user_profile will show when the user is editing other users ( if that makes sense ).

@LouisWaweru the moderator in question retired from moderation about a year ago, we do get a lot of frustrated newcomers though who want to ask a question about a WordPress plugin but run afoul of the scope as 3rd party product dev support is off topic here

the thing about WP is that it purposely and effectively splintered itself from PHP. WP is no longer a PHP project, it's a legacy project written in obsolete PHP dialect. it traded that for enormous gains in its goals (popularity), but that doomed any prospect of re–joining mainstream PHP. the question isn't as much if WP will be around (it will), but how long you can stand the mess (which can be indefinitely for many).
