The important thing with WB hat searching is to do as few actions as you can so that you can test what works and what does not.

All users that posted a question that later received a status-completed on Meta.SE during the event have the hat (questions list)

Yeah. So I can confirm that reparenting if you already have the hat will just award the hat again, so any data you've collected about it with subsequent sites on chat.se is bad data.
