@FeralOink The disclaimer I had in place for basicallymoney.com was contained in the footer of the site, and appeared on every page.

@ChrisWRea Yes, I finally saw the basicallymoney.com site. I think the first step is getting people to acknowledge that there should be a disclaimer somewhere on every page of the site. Then they can discuss where it should be. I personally don't see any problem with it being in the footer, just like you had in the old site. Big banners at the top are excessive. And selectively warning only new users, or allowing the "don't show me this again" option aren't good.
@ChrisWRea It might help to make a case for consistency with UI (and thus UX?) standards on other websites with such disclaimers. Most are designed with a static message that appears for every user, in the same place, and on every page view.
