@AndrewStacey: It's a package tag. There is a chngcntr package currently maintained by Will.
@AndrewStacey: I wrote some minimal tag wiki entry for it now.

@AndrewStacey I'm not sure that question should actually be tagged like that. It's an answer-tag not a question-tag but I don't want to get into a tagging war.

@AlanMunn I also have no desire to get in to a tagging war! Partly because I don't really use tags so I don't have a good feel for what they are for. I noticed this one because I hadn't a clue what it was about and thought I'd mention it (particularly as it seemed that someone (lockstep?) had deliberately tagged some questions with it).

A: TikZ/PGF answer package, Part 2

Andrew StaceyAlthough it's not in the list, I took the liberty of adding my TQFT answer to this package. I've yet to write the documentation, but otherwise it's ready for testing. About : As you already discovered, this is a package tag -- the name seems to stand for "changecounter". I decided to create the tag after this question popped up which was the counterpart to an old one.
Regarding the usefulness of "exotic" package tags: Perhaps the new tag inspired @AlanMunn to this answer. ;-)

@lockstep No, you changed the tag after my answer was posted. But I thought that tags should match the question not the answer, so shouldn't this tag be removed? (But I see you have a different view on this: meta.tex.stackexchange.com/q/577/2693)
