If I understand properly, it posts if all of these 3 are satisfied: 1) At least 50 messages since the last post, 2) At least 15 minutes have passed since the last post 3) At least 60 seconds have passed since the last message in chat by anyone

Honestly, we could just make it default to a message counter, which is usually the limiting one. If that hits 0 but the time interval isn't 15 minutes then have it switch.
Would clear most of the confusion IMO. But including both wouldn't particularly harm anything either.

Anyone watched FLCL before? Apparently the avatar glow in Avatar The Last Airbender was inspired by it. It's an anime btw. I might go and see what its about. Cya. :)
