well, in a sense, the fact that the bounties aren't attracting views and votes in addition to not attracting answers does mean they are wasted

@waxeagle not the point of bounties. might as well edit to bump the question to the top, but that's strongly discouraged. i remember doing that (but not with the intention to bump it) on meta SO and got torched for it.
 
@edmastermind29 well, one of the bounty reasons is "needs more attention" so in a sense that's at least part of it

@edmastermind29 not really, was able to find an identical beginning in the wiki text but nothing more. There's nothing mentioned about the usage of tags, links to official websites. It fails 3 out of 5 wiki tag criteria
