Tags with only one occurrence and no tag-wiki (which might be removed after 6 months, on meta 12 months): main, meta.
The tags , , and are at the top of that list.
@Laurel Maybe something has changed since then, but my impression was that the CMs are not too keen on creating tag warnings.
At least judging from the response I got from a mod on Mathematics:

@MartinSleziak yes, but not too much came of it. Mostly a "it's not that useful anyway" (not an exact quote, but a paraphrase)
 
@MartinSleziak They will add them; @galacticninja helped push through a tag warning in 2023
I'm not sure of their efficacy. Unfortunately, the system is designed to only give you the information at the very last moment now, which probably leads to a bunch of users ignoring it
With the tag warning I pushed for on ELU in 2018, I'm not sure how much quality actually increased, but I do know that some authors do reference the guidelines while creating their questions
