The throttle curve isn't linear. If you have enough messages recently it can require a minute or more.

People will readily upvote a 9 to 10

But that doesn't help the 5 and 6 questions which are going to be the limiting factor and doesn't lower the effective number of new users needed to generate the votes required.

From a game theoretic perspective, it's far more effective to apply your votes to the lowest questions in the top 40

And let the new users who show up bump the 9s to 10s, which will invariably happen

But it's still more effective psychologically because you'll get the full 5 votes out of him rather than 3 or 4 and a couple on irrelevant ones.

This sort of gaming the system is really kind of bad in the long run, but I still say that if SE didn't want us to do it they shouldn't have designed the definition phase in such a way that it is easy to game.

It tends to lead to problems more when the process happens too quickly and the site ends up not having a well-defined scope or being overly broad.

The (now deleted) competitive programming proposal was an example of that.

In our case, we have the opposite problem of a well-defined scope, but not a really strong interest.

So IMO it's less of a problem for us.
