sorry @kaiser, could have worded that answer in a much more polite way, but the idea that people treat a site as a development site although it is different from the live one in a very basic and important way just drove me over the edge.

should non php stuff like twitter bootstrap be installed via composer? I see they do have composer.json file
 
it can be if it fits your needs
as in sure beats downloading zips, but you might want to use something asset-centric instead

i haven't found a way to get around composer + bower combo really
$ composer update
$ bower update
 
I just use Composer, but I am primarily PHP
 
in Laps I have Bootstrap as dev dependency and use Robo to compile needed script out of it

I installed twitter bootstrap via composer. So its will be under vendor directory. If my vendor directory isn't accessible via url then I can't use it right? Example laravel

idk how Laravel is supposed to handle assets though, there probably is something

But I have not the best experience with context aware hooking
Have made a theme named Action Hero a long time ago where pretty much everything was context aware. It got a nightmare to maintain that as it quickly gets impossible to know what gets loaded where and why. Needed ton of debugging stuff. Therefore I'm at the point where I think that name/context-in-template is a not too stupid idea.

That exaclty the reason for Hierarchy
it fires no hook and is not affected by any hook
in WP you have a bunch of contitional tags
but the only way to know the current hierarchy is hook all the $type_template filters
