I think the question is more about the practice in this particular consulate. The rule is that there are no specific rules, proof of accommodation is not even required as such as far as the regulation is concerned, you just need to show you have the means to stay somewhere and to make them believe in the purpose of your trip, all the more specific requirements stem from that.
