My misunderstanding of the term, but shopping for a question about shopping seems fitting.
I often do not close vote questions as first just because I am not always sure for the reason. But this was a wrong question for so many reasons that I felt right to do so.
I already find it a problem to getting a normal taxi when I get to my 'home' railway station and the more different services the harder it gets.
And there are very strict rules and regulations on taxis in many countries and uber is not following any of them, claiming not to be a taxi. If they are not a taxi, they should not transport people for money.
In the past there was a central taxi telephone unit which you called, they would make radio contact with the taxis and send you the first available. When arriving at the station you would push a button to make contact. Now all taxis in the nation are allowed to drive all over, no single telephone point anymore.
You are restricted to the taxis in the rank, as it is almost impossible to find one by calling.
And the rank is almost always empty when I need a taxi.

If the changes made by a third-party are not integrated in the original project, you end up with two projects based on the same original body of work (mostly, it's computer code but it can be a bunch of text and pictures like Wikipedia).
@Willeke "if they are not a taxi then they should not transport people for money": I wholeheartedly agree. Fortunately in NYC they have to have cars and drivers licensed by the Taxi and Limousine Commission.
I think a reasonable analogy for forking is taking someone else's book, modifying it, adding a new chapter or two and then distributing it as yours. You would have "forked the book"
@Relaxed If it really concerns you, flag for mod action explaining that it should be closed for a different reason. I did that once on German when a dupe question was linked to the wrong original.
@GayotFow Well I'd be travelling in the opposite direction. Probably arriving on the ferry from Japan then travelling not on the Trans Siberian to Tuva, then exiting to Mongolia. Or something just as crazy (-:
