Not sure if I misunderstand anything, but と cannot be used purely for connecting sentences, according to its definition. (jisho.org/word/%E3%81%A8)
As for 電話に出る, in my opinion, there are multiple meanings of 出る and one of the meanings allows us to translate 電話に出る into "go for the phone", which can then be further polished as "answer the phone". (jisho.org/word/%E5%87%BA%E3%82%8B)

上代は母音が8つあったとか、甲類、乙類とか、「え甲」と「え乙」とかいうことを聞いたんですけど、何それ―みたいな感じです・・
sakyeって「サキェ」みたいな感じですかね・・
でも結局は「その当時の発音は録音されていないのでわからない」って言われたｗ

answer the phone とか pick up the phone とかのことですよね
「電話を取る」ともいうかな
電話に「出る」っていうのは、電話をかけてる人の目線から見たら、相手が「出る」って感じなので、
電話をかけている人の立場から見た言葉なのかも

Yeah, I thought of something similar... Like when you pick up the phone, you "leave" your current position mentally and "appear" in the conversation.

@IanY. Well I'm not sure if りんごがいっこ is a sentence... it looks like just a subject りんごが and an adverb(?) いっこ

So I think the と here is connecting two noun phrases
It's a long sentence.. cos the latter part (the description of the second 問題) is long
(btw, the と in 民間委託というものができるかと and the と in 参画してもらえるのかと are both quotative, like.. ～という問題 / ～といった問題)
