@Earthliŋ I think the point is that they don't want to spin-off a site that can be wholly contained in existing sites

Because the goal of adding new sites to SE is, in theory, to expand the network to meet the needs of more users, not to fragment the existing sites

For example, ELL (English Language Learners) exists because there was a compelling argument made that the existing English Language & Usage site wasn't meeting the needs of non-native speakers―they were falling through the cracks, so to speak

Sometimes some questions are so basic...
An analogy would be like a user asking about the button on the bottom left corner of Windows OS.

I think these are all the interpretations I can think of:

最後に立っていたものが勝者だ。
Subordinate=past stative, matrix=present: "The last person who was standing is the winner."
Subordinate=past or relative past stative, matrix=future: "The last person who was standing will be the winner." (Conveniently, the English can be interpreted as either the past or relative past here.)

最後に立っているものが勝者だ。
Though I'd say the relative past reading of those two sentences in English is somewhat marginal, it'd be more natural to use "is standing" or "stands up" to say effectively the same thing.
