@Mr.Bultitude In context of that passage in Isaiah (48:20-22), this verse refers to the tribulations of the Babylonians and Chaldeans who had persecuted the Jews (see Rashi, ad loc. "There is no peace - for Nevuchadnetzar and his progeny"). However, the Talmud does understand that this verse carries the additional meaning that the wicked will suffer after death as their souls are cleansed (see Shabbos 152b and K'subos 104a, see also Chagiga 15a).
