Is it usual that running tlmgr update --all would result in "forcibly removed" packages? This keeps happening recently. I am on OS X (MacTeX).
Then on the next run I see skipping forcibly removed package messages.
 
@Szabolcs happens sometimes but I haven't noticed any recently (but I don't always look at the messages) today's update just updated 19 with no removals, is your texlive mirror reliable?

@DavidCarlisle I just added an answer where the disappearance is explained. I see no sensible way for solving the problem other than disallowing [H]: changing what float does at \end{<env>} would be quite difficult. And probably useless in this case.

@ShaVuklia don't use $$ in latex:-) well you could put them in a \parbox[t]{5cm}{If and only...}, or I'd use \begin{align*} not $$\begin{aligned} and then split the condition using the split envionment
@CarLaTeX well is emacs in your path (as far as i know it isn't usually added to the path in windows, just a "runemacs" wrapper added to desktop
@CarLaTeX what happens if you type emacs in a cmd window

@CarLaTeX I'd never usually want an emacs to open as I always have one open, I used to run emacsserver and have that set to emacsclient, or run tex inside emacs via auctex
