@PaulGessler I tend to end up there now when things go wrong. As now. I like Arch. Except their KDE transition sucks horribly. My system is a real mess. And rather unstable. Do you still use Arch?
 
@cfr my desktop has Arch, but I have no space for it in our new apartment, so that's been boxed up at my office for months now. I also have a spare SSD with an installation that I run in my personal laptop once in a while, but I've not had time to play with that lately. My systems right now are running Win7 (work laptop) and Win8.1 (personal laptop).
I really like Arch, but because I am a tinkerer I end up spending lots of time just trying out different things. Of course that becomes dangerous when I have many more important things to do. :-)

@FaheemMitha -- victor is dutch, got his phd in the netherlands (though i've forgotten where), and i first started corresponding with him after "meeting" him through the tex-nl list (hosted by ntg). as far as i know, he delved into the texbook and the tex program on his own. he developed lollipop to typeset his dissertation (and the original tex by topic was set using lollipop, not latex). i read tex by topic and commented before publication; i have nothing but good words for it.
@FaheemMitha -- victor is more than busy with his current position, and isn't actively involved in teaching tex or writing packages, although he still uses it. if something comes up that he knows better than anyone else, i've been known to poke him to do something about it if he has time.
@DavidCarlisle -- i've been looking this brokenpenalty for two sided documents and wondering whether it would be feasible to set/reset \brokenpenalty in the output routine, depending on odd or even page number. ???

The needed packages so far that aren't in my minimal installation en.wikibooks.org/wiki/LaTeX/Installation#Installing_LaTeX are longtable, iftex, metalogo and a few more but I intend to translate only the part that I need to understand how to translate the book.

@Arturo in anycase the most important version of the wikibook is the wiki/html version, you should only worry about the latex/pdf generation at the end if at all.
@Arturo longtable is in your minimal installation, it is a requirement of the latex distribution licence that it is. But even if it was not, why are you editing it?
 
I'm translating to learn to use it and so that I can reference a translated version from the book.
But I'm not translating all of it. I've only done until section 4 and I think I already know how to use it properly.
It could be uploaded to CTAN if it is completed, so I want to give the source attached for people to finish it.
 
@Arturo while I'm sympathetic to the aim of translating things I fear it will cause more problems down the line if you publish it in a form that looks like it is the package documentation. It always gets out of sync with package updates. Just write a new document in whatever language that is a "guide to latex packages" and translate or paraphrase the text as required..
@Arturo please don't put a copy of longtable (or any other package) on ctan. Translated documentation yes but not copies of packages.

@Arturo Just reference the originals, don't copy them, if you provide duplicated versions of standard packages then people have to manage their TEXINPUTS by hand to pick up the right ones, and it will cause maintenance queries for everyone.

but it's processor greedy

@Maïeul you could probably put dummy text in the insert just so tex allocates space on the page and maintain a global box in which you globally build your footnote paragraph, adding each footnote to the para as you go along, then in the output routine see how much space tex left for footnotes and vsplit that much off your global box. perhaps....

@Maïeul when you go \insert\footins{very very long stuff} the text is hidden away in texs internals and not really reachable, only on the output routine you can look at \ht\footins which gives you the height of the footins material for this page (which may not be all of it if the footnote was split)

that is a long, long, long insert
tex split it the next page
I would like it split it, but don't print anything before the \newpage
actually, the only way I have found is to stock the "surplus" in a vbox
which I insert like insert after the \newpage
it's quite dirty
but maybe any idea could come

@Maïeul confused:-) if you ignore the footnote you have s$^1$ \newpage s so surely the s$^1$ has to print before the page break?

the footnote actually, start at p. 1 and continue to p.2, then p.3 etc... until all footnotes is printed
and after that, the \newpage is called
What I would like is something like
1. First page, first part of the footnote
2. \newpage
3. last parts of the footnote
so, the final s in the p.2 and not p. 27

@Maïeul That would need some work inside the output routine I think, you'd have to detect from \outputpenalty that it was a forced page and then in that case not empty \footins so it was re-considered at the next page break

tex.pastebin.fr/38569 (just for text, I overridy @makecol, not in reality)
here the outputpenalty of l. 1 is -10000
so I obtain the footnote only from the p. 2
and my last s is still on last page
after the footnotes completion
(and badly printed, but it doesnt matter yet)
strange: the problem happens only if the too long notes take more than two pages
