@Wipqozn Probably because reputation alone isn't all that strong an indicator. Many pro tem moderators have been selected in the 300-700 range. We want to stop people who just show up on the site from being able to just nominate, but we don't want to put an iron curtain or anything.

Reputation was merely a stop-gap to keep the candidate pool from exceeding 30. Internally and externally, nigh everyone acknowledges that it's a pretty crappy requirement.
