PSA, folks. If you USB tether to a smartphone or mobile hotspot and you're experiencing unplayable lag or stuttering on any of the modern XCOM games (Enemy Unknown/Within, XCOM 2), the problem is that you're using the NDIS 5.x instead of 6.x drivers for your tethered connection. The fix is here.

I put in a ticket with 2K to see if they can make this part of their known issues or at least add it to their tech support body of knowledge so they can help that small percentage of their players who use some kind of an RNDIS device to connect to the Internet.

That's kind of bad faith in and of itself though, not giving a damn what impact it has on other people. YouTube is pretty complicit in this too, if the system wasn't so open to abuse by large players their overreaching wouldn't be as dangerous.

Plus as the video @RedRiderX posted points out, it definitely has the feeling of racketeering to it, given their reported takedown history
