Yes, it's possible to have a romance with her, and she's one of the hardest characters to romance. The Wiki has the complete info: So if you satisfy those half dozen-ifs, half of them based on the last game, yes, you can romance Kelly. It sounds like you're most of the way there, though.

@BenBrocka Quarians can't actually outright die from minimal contamination. Their immune system basically goes through an acute allergic reaction when exposed to foreign bacteria because their immune systems are weak.

If the infection is allowed to get worse, then obviously, they'll get sick enough to die, but isolated contamination is survivable. Their suits have little sealing bands on them that they can use to isolate surface contamination.
