@Izzy Once in a week at least I end up encountering posts like this which are highly voted but seems off-topic at face. Before I ask about it on Meta, I would like to ask you and "other members" here, were the policy of "app recommendations being off-topic" added later into this website, since many app recommendation questions can be found which are voted well but not closed.
