er, number of moves is going to be pretty constant
because each train is going either go on a stack (2 moves), or directly on a line (1 move), and its basically luck as to whether it can go on a line

then you have 4 moves
 
and many of the other sequences are equivalent up to permutation of storage tracks
so it really depends how good your test cases are

So, as part of their evolution, they slowly cranked up the difficulty, intentionally choosing difficult ICs to test their rules.
 
it's just that other than the top quarter or so of the tier list no one really cares about making sure it's 100% accurate
kirby is in the bottom group but i'd put him above, like, bowser probably
every time phi says ICs i think he's talking about Ice Climbers and i get confused
