Well I'll take the laptop apart and look for lint. My old Toshiba had 1/4" of lint over the exhaust port when I replaced that fan. But this new dell when I replaced the fan I don't recall it had lint and that was just a year ago or so. That's why I think I might need a new heat sink. But first I test temps in Windows to see if they are as bad there.

My temps used to be like that on Ubuntu 14 but on 16 they spiked 10 to 20 degrees. p-states were disabled under 14 as was turbo boost though.
 
when you took the heat sync off, did you put new thermal paste on?

BTW I'm renaming 14.04 to 14 and 16.04 to 16. I'm also renaming 14.10 to 14.1 and 16.10 to 16.1. I haven't replaced the heat sink yet. I'm going to order one for 25 bucks. Apparently they have a chemical inside that can disappear over time if there is a crack. I did replace the fan though. Yes I read there is good paste like "arctic 5".

@JourneymanGeek Oh I agree on that. My first SSD was mSata 128 GB and my second was full SATA III 240 Kingston Savage X.... Haven't used it very much for Ubuntu 17 yet though. The original 5400 RPM SATA II 500 GB HDD is in full size bay 2 and it is painfully slow in comparison.

Interestingly 500 GB Sata II 5400 RPM HDD has good speed too: $ sudo hdparm -Tt /dev/sdb

/dev/sdb:
Timing cached reads: 18254 MB in 2.00 seconds = 9134.66 MB/sec
Timing buffered disk reads: 340 MB in 3.01 seconds = 113.13 MB/sec
The mSata SSD is SATA III but it's on a SATA II channel bus so it's a crying shame really. It's specs aren't so great for a SSD: $ sudo hdparm -Tt /dev/sdc

/dev/sdc:
Timing cached reads: 17146 MB in 2.00 seconds = 8579.95 MB/sec
Timing buffered disk reads: 810 MB in 3.00 seconds = 269.68 MB/sec
hdparm is misleading because it appears sdc is only twice as fast as sdb but in real life it's 3 to 5 times faster booting and about 10 times faster opening up system settings or Libre Office.
