@WYSIWYG About F1000; basically a system of post-publication review to highlight "good" papers, by a selected group of experts/leaders in the field. I haven't used it much for discovery myself yet, but have noticed a couple of papers partly because they were reviewed there.
A think single recommendations aren't worth that much, since they basically only mean that somebody liked the paper and bothered to write a short comment on it. Several recommendations are probably more telling. However, I also think that the site runs the risk of mutual back-scratching.
Oh, and I was referring to their original product F1000 Prime. They have also started a service where you can upload posters (F1000 posters) and an open journal (F1000 Research), which functions (if I remember correctly) both as a preprint server and an open peer-review system, so that all review comments and responses are accessable to readers.
