I've said a number of times in the past that we don't really have the "fastest gun in the west" problem here on crossvalidated, but I begin to see hints of it a few times recently -- where an early short (and poor) answer gets enough votes to begin with that a longer, better answer (posted later) doesn't attract enough attention over some time to pass it, and the first answer's popularity then continues to draw more votes to it.
A bounty may sometimes help, but it's not going to be sufficient to deal with the problem if it's going to start happening regularly. [I'm not even sure there's going to be a solution; as more people join the site, there will be more people prepared to upvote poor answers.
I guess the best we can do is watch out for it and try to bring attention to good answers that we find.

@Scortchi There are several problems with that system
First, some tag synonyms cannot be suggested by anybody because nobody has enough rep/answers in the respective tags. Second, nobody seemed to be voting for the existing suggestions, because it does not go into the review queue (as far as I recall) but is sitting somewhere half-hidden.

@Sycorax I don't think I expressed any concerns that had any relation to your answer there. (I would likely have added a few small things to the first answer I saw but I thought it was a good answer. it addressed what I saw as the central confusion in the question in a clear way).
whuber seemed to have different thoughts on what was important for answering the question than I did, but I got (perhaps wrongly) the impression that the OP already clearly understood the aspects whuber sought to emphasize in comments on other answers (though you need to consider those things to make the distribution uniform over the mentioned range, so they're needed in a canonical answer, I didn't see that as the point of the OP's confusion.)
If you're referring to my comments on the fastest gun in the west issue, they were in reference to a number of other threads (spread across several weeks).
The very large number of upvotes that are flying about (on multiple answers in that thread) now is largely related to the question hitting the hot network questions list, which brings it to the attention of the SE network as a whole. I expect you have other answers you wish had got the same level of attention.

@Glen_b Ah, well, in that case I suppose your comment motivated me to improve the quality of that answer to a level which, I hope, rises to the level of canonical. I thought the first draft addressed the elements of the question which was of confusion to OP, but the neat thing about the diversity of answers was that different people gravitated to different points of emphasis. I think the revision addresses all of the salient points -- uniformity, binomial distributions, binomial coefficients
@Glen_b Even in cases where a thread doesn't make it to the Hot Questions sidebar, it seems that sometimes it's possible to get an embarrassing number of points for providing an answer to a question which is in a sweet spot of being basic enough that a large audience can understand it but not so basic that it's trivial or uninteresting
