@LucasPossamai: I tested with Postgres 9.5. Maybe VALUES in Postgres 9.2 behaves slightly differently. Sorry if that's the case. The solution is the same either way. Your input has not been reliable in your last couple of questions - there is still a syntax error in your VALUES expression (dangling comma) indicating that you manually altered the query, hence my theory. This sort of problem that you describe above stems more often than not from bad design - what seemed a good idea at project start might turn (terribly) wrong as the requirements evolve and the data amount grows with time. @PaulWhite We had a cross-database transaction, both with is_read_committed_snapshot_on that did a read, then an update in a sub-procedure. Whoever had written it assumed that the data between the read and update statements was consistent.
 
@MarkSinkinson Oh dear. Mind you, the documentation isn't at all clear about (the lack of) consistency guarantees with cross-database transactions.
One might be able to get something working using MSDTC and serializable, but I have no direct experience of that. AFAIK once more than a single database is involved, all bets are off.

You might have to add the config part based on what you need, but believe Kehayias had written something for logins and jobs.
Actually no Kehayias was an add-on to SSMS
@swasheck Something like this: gallery.technet.microsoft.com/scriptcenter/… Which Chrissy LeMaire wrote this function and I trust her code pretty well.
