Seems to me theirs is not a database problem.
They just want a way to send an HTML-formatted email using PowerShell. The fact that the contents happen to come from a database seems to me tangential to the main problem.
Thoughts?

Seems a tough fit across the sites. It's a developer task since it has powershell and html. It's an dba task since it's collecting database metrics and server admin because whatever, they get to play janitor too
