@AndriyM isn't there in SQL Server something like
CREATE UNIQUE INDEX ON bla WHERE flag <> 1;
(and then maybe create a non-unique index on flag = 1)
or I misunderstood the question?
 
@dezso Yes, this is called a filtered index. The OP's problem, however, is to use IGNORE_DUP_KEY with a filtered index, which is explicitly not allowed.

They have their uses. Can be more efficient than removing duplicates in the source query when you don't care which duplicate is retained or are inserting in batches where the order of the batches is also the order of priority anyway.

We have a problem in our company. Azure. SQl server 2008 . sql is working very slow.
even if we're on RDP. and we open ssms , it is very slow.
8 cores , 24GB RAM.
