No, I don't think so (that is heresy.)
RBAR operations (cursors, loops, etc.) basically remove from the db the possibility to transform the whole operation into a different order of execution. It will still be some iteration anyway. And a cursor may be the faster way in some cases. If you know what you are doing.
I think Aaron has some examples where a cursor is the best choice in versions before 2012. I think it was for cases that now can be solved with the LAG and LEAD and the enhancements in OVER clause.

The SQL Server MVP Deep Dive, volume 1, had a chapter on what problems are appropriate for cursors. Too lazy to roll over and snag it but it was a good chapter. One of the problems was boxing parts most efficiently

@James I think it's working at another level of abstraction. I think he is saying that even with set ops, you have O(n) or worse operations to do this behind the scenes, which can become computationally infeasible in extreme cases (solving the Knapsack problem is NP hard IIRC).
While technically correct, I think it's a bit of a straw man argument.

@swasheck It has a slightly cheesy feel that you get with Italian TV - there's an element of farce and running jokes on the characters in the comedy. Plus, they're adapted from novels, so there are bits where they've obviously tried to compress side story arcs from the novels into a TV format at the expense of turning them into little vignettes that aren't properly connected to the story. However (in spite of that) it's pretty good overall.

It's sometimes frustrating when SQL forces us to use a CTE or derived table to apply a windowing function, but it arguably forces the code to be clearer. The more compact code is hard to parse, I agree.

In Postgres, there is the DISTINCT ON syntax, which is often used to write this kind of queries without row_number() and CTE.
You can combine it with GROUP BY for even more obfuscation. Two levels of group by, without cte.

And you can claim to have a reason - as Postgres materializes ctes always - at least up the recent version. They may change that in the future.

It varies. This one has been relatively intense for a few weeks, but probably (certainly?) nothing to compare to US elections.
 
it's really quite annoying - and what's worse, it obviously works here.

we elect leaders, sure. But it's mostly who would we hate in office least.
 
We have MMP so we almost always end up with complicated governments.

@AaronBertrand it seems to influence enough of the feeble-minded to justify the amount of money they pump into the campaigns.
 
I only discovered recently that the US has > 2 political parties.

maybe in your circles that's how it works --- but there is a whole swath of people who believe what's on TV (many of them live in Florida and are my relatives)
 
I saw some of the last presidential campaign on TV when I was in Seattle. Some of the advertising was pretty brutal i.e. candidate x eats babies.
