@ErikE Depends what you mean by blocking. It is a pipelined operator in that in returns a row at a time from one of its sources; it's semi-blocking in that it reads all rows from one input before processing the next.

Ahaha wow. I just discovered that we can create tables on our primary DB box and not have them show up on any of our checks, but they're caught on a check when we backup the database and use that for a test environment.

@PaulWhite You are just the perfect person to answer, wow, thanks! Take a look at this SqlFiddle. Having doubts about whether the first query would truly short-circuit the second table lookup, I cooked up another query that theoretically could properly short-circuit. From what you've said, and looking at the execution plan for the second query, I believe that it may work as hoped: not taking extra work for any row where the value is found in the first table.

@ErikE It might, but it is not guaranteed to do so. The optimizer might choose a different plan shape with a different behaviour.
@ErikE The only supported construct like this is CASE with a subquery.
@ErikE For example, if the base table is guaranteed to only contain references to rows that exist (foreign keys) then the following would do what you want:

The nested loops joins there have PassThru predicates. The TOP (1)s in the subqueries can be lost if the lookup is guaranteed to produce only a single row per iteration (unique index or constraint).
If the schema is a mess and zip/zip4 references could appear in the base table but have no match in the lookup table, more messy SQL would be needed, something like:

@dezso I think that is a nuanced question. eg: if I want to specify a default value or a subset of hard-coded allowed values in a check constraint, I don't feel comfortable if those are stored in a table. In that case I'd rather use a domain (or would use enums if they allowed delete/renames)

Well of course. The issue is I used the template that's directly available in SharePoint. Instead, I needed to go to the OPAL (Organizational Process Asset Library) site and then get the current copy of the design document. I will not miss the mickey mouse aspect of this place

@njk We paid money to slap that on there. In theory, you might be able to get your laptop scanned while in the bag but as always, local TSA rules win

I wonder if you don't have a fine trigger that updates everything and you've only had 15 "real" changes

We allow our uses to write adhoc stuff, but the webserver times out displaying their queries after 5 minutes. So sometimes a user will write something terrible...it goes past 5 minutes, so they resubmit...again...again...and again.

The problem with users is that we let them do more than what they know how to do. While letting users write adhoc queries might seem like a good idea, it's more like giving an uzi to a monkey.
