As an argument, it seems kinda shaky to me. England's overall foreign policy philosophy for the previous 200 years at least had always been roughly "don't let the strongest power in Europe take over the continent". So the idea that they would have sat back and let Germany do so if only Germany had been nicer seems highly dubious.
If anything, Germany's going out of their way to tick off England in the pre-war buildup by building a doomed navy is a symptom of the their true problem, not THE problem itself. Germany had a ruling cadre that was living in its own jingoistic fantasy world. They made Baghdad Bob look like a cold-eyed realist.
