as long as a question has an answer that has at least 1 upvote, it is counted as "answered" I believe

which is why you'll see Community♦ bumping questions that have answers with 0 votes

@Ryan It can, actually. We had a project to help social organizations with their graphic design / web development projects. Like a design charity for charities
