Michael the update patches WinRE so it's compatible with a future certification revocation for Secure Boot
So, I am not willing to skip it. I suspect I know what has happened. It appears at one point WinRE was the first partition. Microsoft change this layout at some point but after I installed Windows on two of my machines
It's the only explanation I can think of
I have a VM that I can check. If that also has WinRE has the first partition then at some point in the past it was the first partition. It likely changed only recently when WinRE had to be patched.
 
Ah, so the update won't install if Windows was installed on the machine before Microsoft changed the layout?
 
No, the uipdate won't install because it patches WinRE. If the partition size is smaller then the new image of WinRE it fails. At some point a new WinRE partition was created since I have two but that new WInRE is still to small/

What The Heck!

"DISKPART> shrink desired=500 minimum=250

DiskPart has encountered an error: Invalid access to memory location.
See the System Event Log for more information."
I can't find any search results on that error...

I figured it out
Virtual Disk service wasn't running
I awhile ago disabled a ton of services and put my system in game mode
been cleaning up after that mistake for months
or i think thats the issue
I still have the error so that sucks
