The GPO is parsed into the security policy for the computer by the gpsvc. You'd have to mount the computer's registry offline and fiddle HKLM\SECURITY

I've got 60 down and 20 up, but my download speeds for downloading programs is about 0.75 MB per second. I understand 60 Mbps = ~7.5MBps but that doesn't make sense. Is it the server I'm dowloading from? What's the bottleneck?

Ahh US crasy americans. I did an inquiry on buying actual american solar pannels from (about the only) american company that at least assembles thier own in america. They said they only sell them to licenced contractors, go get them from the 2 hardware stores in the area, both of which sell only china pannels.
freaks, they would probably jump at a chance to sell them to germany or china :-)
I should get thier federal ecology energy money revoked for wasting that money and energy in glorious global pursuits , while ignoring thier own frilling neighbors. End up 2 days later with 50 e-mails saying they would love to sell them to local americans.

Well, there's some magic spam filtering system that's fed by your flagging, and well, it needs the original text to do its magic
 
That makes sense for sure so I rolled back my edit where I replaced PENIS in the title with SPAM and replaced clickable clickbait URL with SPAM but then I edited again and replaced clickbait URL with SPAM but left the title as it originally was. I'm surprised the work penis can be allowed in a title such as certain other non offensive works cannot be in the title like "how do I" or whatever that is? Maybe a question for Meta.
Then someone commented and said never edit spam... Lesson learned for me regardless.

I was worried about that with my rollback action since I took OUT the work PENIS from title originally but then when I rolled it back it put that word back there and still had me as the last editor. I also flagged it as spam, downvoted it, voted it to close with a comment as this is off topic as spam, and THEN I started to edit it, waited a few, rolled back, saw comment someone telling me don't ever edit spam and only flag, etc. and then it got removed...
I hope my rollback option doesn't get me in trouble... Never again with I do that though.

Look perfectally correct for the usual "english is barely my second language" speak , like some chinglish.
If "Apply tax after discount" is selected, then your taxed on the discounted ammount not the whole ammount.
Why would anyone would want to have it any different.
There have been times ( I forget) when something is given away (free) or discounted and all the buyer had to do was pay the whole tax on it. They were not usually up-front things , but corporate monkeyshines like AOL free disks and the likes.
A Rebate generally requires that the customer pay taxes that in reality they should not be liable for, and that always works like that. You pay whole, then eventually get a refund but the tax paid is never refunded.
Any normal discount, is a reduced selling price, and reduced selling prices are real. Prices with the Jacked-Up prices being the BullStuff. it would only be legal (here) to charge tax on the actual ammounts paid by the consumer.

I would probably find software that does that, then know that it would be just as much resources, to make a simple background running long timed batch that tries to cd to the disks Letter, if that letter is not mounted, doesnt exist there is no effort. when it does exist do a DIR to a txt file, seek the disk Label in the text file with FIND /I /C "MyDISK" in the temp txt file, and proceed with backup if it is found.
Or run it via the scheduler on a timed cycle.

Lame , because lame is simple and controllable, observable. then put in cheap trix like appending the date time of the attempt to start the backup, and the date time if the backup completes without error to a log. Then you have basically a whole program in 10 lines.
