"Personally, would you risk it" does make it opinion based to me as well
Looking over at Amazon, outdoor rated strings are right around the same price as indoor ones, less that $10 for 100, not sure why you'd want to use anything else.

@BMitch Interesting observation. A relative of mine went to Lowe's a couple of weeks ago. They already had Xmas lights in stock. I also have no idea why he chose indoor ones. He said something about preferring strings of tiny bulbs rather than strings of larger bulbs.
We live in Canada. Maybe the variety of types of Xmas lights sold in Canada is a smaller variety than that sold in the US.
@BMitch If I ask three questions in one, is it still PRIMARILY opinion-based? (1. "What are the risks?" 2. "Would you risk it?" 3. "is it up to code?")

@unforgettableid It's easy enough to change the question to no longer be opinion based by removing question #2 there. What you will find with that there is 20 answers from users with no rep saying "I wouldn't risk it" and "I would risk it" adding no real value (could have easily been a +1 but they don't have the rep), while ignoring #1 and #3.
 
@BMitch What if I tell them "Please do not answer unless you can answer both #1 and #2"?
 
@unforgettableid But question #2 is already off topic, so if you insist that it needs to be part of the question, then the question is off topic. Just remove it and the problem goes away, but it sounds like that isn't an option for you.
 
@BMitch From what I can tell, as long as a question is not primarily opinion-based, it's fine.
@BMitch If a question is only 33% opinion-based, therefore, is it OK?
 
@unforgettableid If there's only one question, and it's mostly factual, then I'd say it's fine. If there's 3 questions, one which will get all the answers because it's opinion based, and the OP insists that it needs to be included, then I say it's off topic.
 
@BMitch Fair enough. I still believe that you're predicting something which may never actually come to pass; but, still, I've now edited my original post and removed question #2 from it.
@BMitch I would have argued for keeping the question as it was and flagging any poor answers which may arise; but it seems that you aren't in favor of doing such a thing.
