could it be leaking from ground to 0 line, and I got some device leaking some current to the ground line?

They started glowing immediately when I pushed them in to the socket, when I turn the lamp on they are very bright as expected, but the glowing when the lamp should be off I did not expect

I bought some LED lamps for G9 socket, and they glow a little bit when I open the circuit. Are they supposed to do that?
