those are hard things to estimate, and require a lot more expertise, effort, and project architecting than you've got available to you.

Your post uniquely suffers from both the "Software developer wanting to learn electronics" and "I'm about to start this project, is this a good microcontroller" problems. The latter is a similarly common question, and you need to do a lot more analysis before you know the answers. Given your development experience, you might understand that it's a lot like asking about how many man-hours a project will take to complete or how many lines of code will be required:

While it's easy enough to understand what you're asking, it's impossible to answer this sort of question in a single post. We'd need compare long-term goals of learning about circuits with short-term goals of getting the project done, and there's all kinds of options. Thus, the question is

There isn't necessarily any logic behind having old off-topic questions with votes and closing new off-topic questions: The old ones ought to have been closed as well, but were not. This example has now been closed as well.

I passed on answering that question because I'm busy at work today - this isn't a place to get moderator answers to your questions, it's a place to ask about issues of site moderation like the suitability of questions, requests for closure, deletion, etc.
