@TheCommander you could have one of the group oversee the construction effort. What I mean is that there needs to be centralized governance in the same sense that en.wikipedia.org/wiki/Officers_of_the_United_States exist. Only 6-7 people with such authority should exist within this group.

Fair point. Let me make a correction to what I mean. EDIT: I mean political goals, especially in the context of defense and self-sufficiency.

Fifty years is a bit of an arbitrary benchmark. It's like, we're assuming spacetime warping and wormholes aren't existent, but also advanced beyond the point where we have right now. It's not a specific metric; just "better" but still somewhat realistic for this century. Now you are right, it's tough to predict things. But even in the 1970s (50 years ago) computers were already starting to be used and it wasn't a far reach to think those devices would be more commonplace / smaller - and the newest scientific theories developed then are now used in technologies today.
